To provide contracting expertise to each
director during

the acquisition of services and commodities,
and to

manage the quality of contract preparation,
execution,

and control within HQ Cadet Command.

- Directorates had to task
employees with contracting
duties in addition to their
already busy schedule.

- Employees had to quickly
learn about contracting-not
an easy task!

- When an employee retired
or transferred, someone
new inherited the
contracting duties!

agencies regularly
complained about the
consistency and quality of
HQ Cadet Command
acquisition packages.
